Draft Motion Language Staff requests council consideration of this matter and action in the form of the following motion: Motion to accept the September 13, 2026 Study Session Summary regarding the Strategic Planning Check-in.
Presentation Summary Staff provided details on the process to develop the 2027 – 2030 Citywide Strategic Plan including community engagement steps and City Council touchpoints. The presentation then provided focused information about the current phase of planning, centered around the draft World of Possibilities document that serves as the environmental scan listing issues, challenges, and opportunities that will be considered as the steps to develop strategies begin.

Questions for Council and Direction Received Questions asked of council are: 1. Does Council have any questions on the process for developing and implementing the 2027-2030 Citywide Strategic Plan? 2. Which ideas in the World of Possibilities document are most important to Council and are there any others that should be considered as staff moves on to developing strategies? Because this study session topic was an invitation for council members to participate early in the planning process with ideas and issues that should be considered as the process starts, there was no request for a decision of the entire council body. Rather, staff asked each individual councilmember to give advice on the World of Possibilities document and how to best proceed with the process of developing strategies. Councilmembers provided that feedback, with each providing separate individual recommendations.
Next Steps for City Council The coming touchpoints for City Council that were described in the study session were: a) The Community Leaders Workshop scheduled for November 14. b) A review of the final draft of the Citywide Strategic Plan at a study session in the first quarter of 2027.
