DRAFT City of Boulder Council Committee Charter Boards and Commissions Committee Purpose Statement The purpose of the Boards and Commissions Committee is to assist with the annual appointment process and review and recommend procedural changes and improvements to the City of Boulder boards and commissions program to be presented to the full body for approval.
Committee Membership There are several existing internal city council committees that help guide policy and decision making in key areas in partnership with city staff. Council members vote among themselves annually to appoint members to council committees. -
Two members of council serve on this committee.

This Committee is supported by the City Manager’s Office, which includes the City Clerk’s Office, and a cross-departmental staff team for boards and commissions.
Responsibilities -

Meet in November of each year to finalize annual recruitment plans for the upcoming recruitment cycle. These plans include key dates for recruitment, interviews, and council appointments. Help facilitate the relationship between City Council and the boards and commissions. Provide staff with policy and administrative recommendations to improve the boards and commissions program.
Authority -
Review and provide input on boards and commissions recruitment timeline, frequency, and procedures. Recommend guidelines for board/commission communication with Council.
Escalation from Committee to Full Council As described in the Boulder Revised Code, Chapter 3 – Boards and Commissions, Section 2-3-1, General Provisions: Council shall appoint members to city boards and commissions at a regular meeting before April. Council will also appoint members to boards and commissions after a mid-year recruitment cycle if held.
Out of Scope The Committee serves in an advisory capacity only and shall not make decisions related to Boards and Commissions or exercise administrative functions unless expressly authorized in the Boulder Charter and Boulder Revised Code, as such functions are reserved to the City Manager. This committee also does not serve to address substantive issues or requests by any one specific board or commission. Those matters shall be handled on a case-by-case basis in consultation with city staff and the full council body as appropriate.
Committee Meetings -

The Committee meets in November of each year to begin annual recruitment plans. Additional meetings are determined by requests from the Committee, council members, and staff. Meetings are held virtually via Zoom Webinar. Meeting notes are taken and maintained by the City Clerk’s team. For the committee to reach a quorum and meet for the purposes of conducting committee business, both committee members must be present. Meetings of the Committee, like all council committee meetings, are not video or audio recorded.

Except as provided in Charter Sec. 21A., all meetings of the council or committees thereof shall be public.

The council shall have the authority to appoint council committees. Such committees shall generally consist of no more than two council members and in no event shall be equal or greater than a quorum of council. Other council members may attend any council committee meeting to observe but shall not participate.
