Attachment A – Progress Report on all 15 Process Improvement Items Note: The items are phrased as problem statements to be addressed by the appropriate staff and council committees. The abbreviation “CM” or “CMs” stands for “council member(s)”
In Progress: 1. No annual board/performance evaluation for council as a body. a. The Process Working Group referred this item to the Council Employee Evaluation Committee (CEEC). The CEEC did not feel that evaluation of council was in its purview since their annual workplan item is focused solely on evaluating council’s direct employees. b. Based on CEEC direction, staff plan to bring this item to the Retreat Committee to discuss whether this is an appropriate topic for discussion at the upcoming 2026 council retreat. 2. CMs not required to take Right Use of Power training. a. Staff are currently working with the Office of Equity and Belonging to develop a condensed Right Use of Power training for council members as part of the upcoming council onboarding/orientation process following the November election. These trainings will be open to the full council. 3. Declarations during meetings take too long & Declaration procedure not clearly defined or in alignment with council rules. a. Discussing during study session on 9/25/25. 4. No specific hotline submission guidelines & Hotlines sent without adequate time for council and staff review. a. 7. No formal guidelines for CAC requests from CMs. a. Discussing during study session on 9/25/25. 8. Concern about improper use of information gained in official capacity (especially community email addresses). a. Staff received guidance on this item at the 3/13/25 study session related to this item. b. Based on the direction staff received, a consent item is forthcoming for a full council vote. 9. Variability in CM meeting facilitation skills and comfort. a. Staff are currently working with an outside consultant to develop study session-specific facilitation training to be offered as part of council onboarding and orientation. Complete: 1. Addressing this is an ongoing effort, and staff consider this item complete with the note that staff will continue to remind council members of rules as applicable and necessary. 2. Staff received guidance on this item at the 3/13/25 study session related to this item.
b. Staff were instructed not to pursue options for reducing the number of landmark items requiring council review. As a result, staff consider this item complete. 5. Not all CMs participate in council employee performance review questionnaires. a. Council referred this item to the CEEC at the 3/13/25 study session related to this item. b. CEEC decided to pursue informal reminders encouraging council participation rather than recommending formal requirements. As a result, staff consider this item complete. 6. Public speaking opportunities at city events not equitably available to all CMs & CAC absences & fill-in opportunities not equitably available to all CMs. a. Staff received guidance on this item at the 3/13/25 study session related to this item. b. Council did not support developing/administering a new, formal process. As a result, staff consider this item complete.
