Draft Motion Language Staff requests council consideration of this matter and action in the form of the following motion: Motion to adopt Resolution 1368 regarding support for Boulder County Ballot Issue 1B: Mental and Behavioral Health Sales and Use Tax.

Executive Summary At its October 9th, 2025, special meeting, City Council requested that staff develop a resolution, included in Attachment A, indicating the city’s support for Boulder County Ballot Issue 1B: Mental and Behavioral Health Sales and Use Tax. By adopting Resolution 1368, the City Council will signal its formal support for this measure, which will appear on the November 4, 2025, Boulder County ballot.

Approve motion language as drafted

If the motion is approved, the Resolution will be accepted, and the City Council will signal its formal support for Boulder County Ballot Issue 1B: Mental and Behavioral Health Sales and Use Tax.

Define and adopt a modified motion

Deny the motion or take no action

If this motion is denied, the Resolution will not be accepted, and the full council body will not have adopted a position on this ballot issue ahead of the November 2025 election.

Alignment with City Plans and City Council History Sustainability, Equity and Resilience (SER) Framework and Citywide Strategic Plan Alignment SER Framework Goal Area Healthy and socially thriving Citywide Strategic Plan Strategy 4: Strengthen equity-focused programs that help meet community members’ basic needs, including mental, physical, and behavioral health, financial assistance, and access to services. Staff Notes Importantly, while the passage of Boulder County Ballot Measure 1B would result in increased available revenue to meet mental and behavioral health needs in Boulder County, increased revenues and any resulting mental and behavioral health programming would be managed by Boulder County.

Alignment with Additional City Plans City of Boulder Behavioral Health Framework

City Council History At the July 31st, 2025, City Council study session, council discussed Boulder County Ballot Measure 1B and identified several concerns and recommendations for the county regarding the measure. On October 9th, 2025, City Council requested that staff draft a resolution in support of the ballot measure. Council also discussed sending a letter to the Boulder County Board of County Commissioners detailing concerns and requests for future consideration regarding anticipated revenue that 1B could, if passed by voters, generate for mental and behavioral health programs.

Equity Analysis As outlined in the city’s Behavioral Health Framework, city staff anticipate future engagement with the county regarding this ballot measure will align with the County’s Behavioral Health Roadmap goal to promote “Focused Approaches to Advance Equity & Support Priority Populations.”

Fiscal Note At this time, staff cannot predict any impact to the city’s budget as a result of the passage or failure of this ballot measure.

Climate, Resilience, and Sustainability Considerations This item is not expected to materially impact climate, resilience, or sustainability considerations.

Community Engagement City Council did not conduct formal community engagement regarding its position on County Ballot Measure 1B.

Workplan Considerations Passage of this resolution would not impact existing staff workplans.

Next Steps for City Council Should council approve Resolution 1368, the city will signal its formal support for Boulder County Ballot Measure 1B.
