DRAFT City of Boulder Council Committee Charter Charter Committee Purpose Statement The purpose of the Charter Committee is to recommend changes to the City Charter and review changes submitted by council members, staff, and residents. Staff will research any changes that the committee is asked to consider, present to the committee, and determine if the proposed changes will be presented to the entire Council for consideration on the upcoming ballot.

Committee Membership There are several existing internal city council committees that help guide policy and decision making in key areas in partnership with city staff. Council members vote among themselves annually to appoint members to council committees. -

Two members of Council serve on this committee. The committee is supported by the City Manager’s Office, which includes the City Clerk’s Office.

Responsibilities -

In February/March each year, at the first meeting of the election cycle, the committee will determine the dates, times and frequency of meetings. Review proposed changes to the City of Boulder Charter submitted by council members, staff and residents. Provide staff with input and direction on the amendment to charter sections for further research and determination of action. Review recommendations presented by staff and provide input to present to the council for approval.

Authority The committee has the authority to review proposed changes to the charter not initiated by a citizen petition and authorize research and submission to Council for further action.

Escalation from Committee to Full Council The committee will direct staff to proceed with the preparation of information to present to council at a study session. Council will then determine which items, if any, will be finalized to appear on the City’s ballot.

Out of Scope The Committee serves in an advisory capacity only and shall not make decisions related to the City Charter or exercise administrative functions unless expressly authorized in the Boulder Charter and Boulder Revised Code, as such functions are reserved to the City Manager. The Committee’s scope does not include all matters related to elections, or possible measures that could be enacted via ordinance rather than a change to the Charter.

Committee Meetings -

The committee meets starting in February or March each year and holds meetings as needed. Meetings are held virtually via Zoom Webinar. Meeting notes are taken by the City Clerk, and a summary of the meeting is provided to committee members. The City Clerk maintains the files of the meeting summaries. For the committee to reach a quorum and meet for the purposes of conducting committee business, both committee members must be present. Meetings of the Committee, like all council committee meetings, are not video or audio recorded.
