Executive Summary The purpose of this item is for City Council to review the decision of the Landmarks Board on a Landmark Alteration Certificate application. At its Jan. 7, 2026 meeting, the Landmarks Board conditionally approved (5-0) a Landmark Alteration Certificate application to construct a new approximately 2,600 square foot primary building at 2439 Broadway, a contributing property in the Mapleton Hill Historic District. The board’s conditional approval is subject to a 16-day call-up period by City Council, no later than January 22, 2026. However, the 16-day call-up period cannot be met because the next regularly scheduled City Council meeting is on February 5, 2026. The City Manager’s approval of an extension is included as Attachment B.

To call up the application, City Council has to pass a motion. Suggested motion language: Motion to call up application HIS2025-00313 for a Landmark Alteration Certificate to construct a new approximately 2,600 square foot primary building at 2439 Broadway, to be reviewed by City Council at a public hearing under the procedures prescribed by Chapter 1-3, “Quasi-Judicial Hearings,” B.R.C. 1981. Do not call up the application No City Council action is needed. Decision of the Landmarks Board stands.

Landmarks Board History In 2002, the property at 2439 Broadway was designated as part of the expansion of the Mapleton Hill Historic District. The primary building was constructed in 1878 and is a contributing building to the historic character of the district. The accessory building was constructed in 1949 and is a non-contributing building as it was constructed outside the 1865-1946 period of significance for the district. In October 2025, staff met with the owner and applicant to discuss conceptual design ideas for the rehabilitation of the primary house and a proposal for a new building on the property. On Nov. 5, 2025 the Landmarks Design Review Committee conditionally approved a Landmark Alteration Certificate to rehabilitate the primary house, including removal of a portion of a rear addition and construction of a new rear addition. On Nov. 21, 2025, the Planning & Development Services Department accepted a Landmark Alteration Certificate application to construct a new approximately 2,600 square foot accessory building at the rear of the lot. As the application includes new free-standing construction over 340 square feet, review by the full Landmarks Board in a quasi-judicial hearing is required pursuant to Section 9-11-14(b), B.R.C. 1981. On Jan. 7, 2026 the Landmarks Board unanimously voted to conditionally approve the application for a Landmark Alteration Certificate to construct a new approximately 2,600 sq. ft. primary building at 2439 Broadway (HIS2025-00313), a contributing property in the Mapleton Hill Historic District, pursuant to Section 9-11-18 of the Boulder Revised Code 1981, as shown on application received November 21, 2025, finding that the proposal meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-11-18, B.R.C. 1981 and is consistent with the General Design Guidelines

for Boulder’s Historic Districts and Individual Landmarks and the Mapleton Hill Historic District Design Guidelines. 1. The applicant shall be responsible for completing the work in compliance with the approved plans, except as modified by these conditions of approval. 2. Prior to submitting a building permit application and final issuance of the Landmark Alteration Certificate, the applicant shall submit the following, which shall be subject to final review and approval by the Landmarks Design Review Committee to ensure that the final design is consistent with the General Design Guidelines and the Mapleton Hill Historic District Guidelines and the intent of this approval: a. Provide massing models and a site section to demonstrate that the mass and scale of the proposed building is compatible with the surrounding area. b. Explore shifting building location to provide a transition from the contributing building. c. Explore shallower slope of the roof hyphen so gable roofs are more distinct and the perceived bulk of the roof is reduced. Explore lowering ridge of hyphen roof to create a transition between the historic building and the buildings to the east. d. Revise design to emphasize building entries. e. Explore revising dormers to a residential scale. f. Revise proportion of windows to reflect traditional residential scale. g. Revise materials to be consistent with the design guidelines. h. Final details of materials; garage doors; guttering and downspouts; mechanical equipment; roofing material; lighting locations; site hardscaping, and site grading.

Analysis – Alignment with Relevant Portions of Boulder Revised Code The decision was based upon the board’s consideration that the proposal meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-11-18, B.R.C. 1981.

Next Steps for City Council The City Council may call up the application. If the application is called up, the City Council will be the decision-maker on the application and will review it at a future public meeting. If the application is not called up, the Board’s decision is final.
