Executive Summary The purpose of this item is to gain authorization for the city manager to sign a Revival and Amendatory Agreement with the City and County of Denver to distribute 2023 funding available to the Boulder Police Department from a 2020 IGA between these parties that expired December 31, 2025. The Urban Area Security Initiative (UASI) is a federal grant made available to the State of Colorado and passed through to the City and County of Denver. The City is eligible to be a subaward recipient of the funds from the Denver UASI program. This program provides funding to assist high-threat, high-density urban areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. This includes providing funding for officer safety equipment. UASI funding can also be used to enhance preparedness for other catastrophic events, e.g., floods and wildfires, as long as such use of the funds has a nexus to preventing, preparing for, protecting against, and responding to terrorism.

UASI funding can be used to enhance preparedness for other catastrophic events, e.g., floods and wildfires, as long as such use of the funds has a nexus to preventing, preparing for, protecting against, and responding to terrorism. This includes protecting critical infrastructure during such a catastrophic event. These all connect to keeping our community safe. This item connects to Responsibly Governed. It is responsible to access federal grant funding when available and appropriate, to be better prepared and equipped for a variety of emergencies. Citywide Strategic Plan This agreement aligns with the Citywide strategic plan by bolstering Strategy 1, which focuses on community safety efforts, and Strategy 2, which advances efforts to enhance regional disaster prevention. Staff Notes There are leftover funds from 2023 that would become available to us through this agreement.

City Council History This item is connected to Item 3G from November 19, 2019, IGA between the City and County of Denver and the City of Boulder. The previously executed IGA expired December 31, 2025.
Analysis Given the city's current budget constraints, the approved grant funding will help ease some financial strain. Approving this agreement would enhance public safety and preparedness while enabling the city to access external funds.
Equity Analysis The UASI funds support equitable treatment of all community members by increasing overall available funding for programs that benefit the larger and most vulnerable portions of our population that would otherwise not have access to resources during a crisis.
