Executive Summary The purpose of this item is for City Council to review the decision of the Landmarks Board on a Landmark Alteration Certificate application. At its Jan. 7, 2026 meeting, the Landmarks Board conditionally approved (5-0) a Landmark Alteration Certificate application to demolish an existing accessory building and construct a new 1,054 square foot accessory building at 2408 8th Street, a contributing property in the Mapleton Hill Historic District. The board’s conditional approval is subject to a 16-day call-up period by City Council, no later than January 22, 2026. However, the 16-day call-up period cannot be met because the next regularly scheduled City Council meeting is on Thursday, February 5, 2026. The City Manager’s approval of an extension is included as Attachment B.

To call up the application, City Council has to pass a motion. Suggested motion language: Motion to call up application HIS2025-00352 for a Landmark Alteration Certificate to demolish an existing accessory building and construct a new 1,054 square foot accessory building at 2408 8th Street, a contributing property in the Mapleton Hill Historic District.

Do not call up the application No City Council action is needed. Decision of the Landmarks Board stands.

Landmarks Board History In 1982, the property at 2408 8th St. was designated as part of the Mapleton Hill Historic District expansion. The primary building was constructed in 1898 and remodeled in 1936 and is a contributing building to the historic character of the district. The accessory building was constructed in 1936 and is a non-contributing building due to the extent of alterations made outside of the 1865-1946 period of significance for the district. On Oct. 15, 2025 the Landmarks Design Review Committee conditionally approved a Landmark Alteration Certificate to rehabilitate the primary building, including window replacement and modifications to window and door openings. On Nov. 24, 2025, the Planning & Development Services Department accepted a Landmark Alteration Certificate application to construct an addition to an accessory building. On Dec. 10, 2025, the Landmarks Design Review Committee (LDRC: Daniels, Decker, Gerwing) referred the application to the Landmarks Board for review in a public hearing. The LDRC considered that as the proposal retained just 52 linear feet of the existing north and east exterior walls, the impact to the historic district is substantially similar to full demolition and construction of a new building and merited review by the Landmarks Board. Following the LDRC meeting, the applicant revised the proposal to include full demolition of the existing accessory building. On Jan. 7, 2026 the Landmarks Board unanimously voted to conditionally approve the application for a Landmark Alteration Certificate to demolish an existing accessory building and construct a new 1,054 square foot accessory building at 2408 8th St. (HIS2025-00352) a contributing property in the Mapleton Hill Historic District, pursuant to Section 9-11-18 of the Boulder Revised Code 1981, as shown on the application received November 21, 2025, finding that the proposal meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-11-18, B.R.C. 1981 and is consistent with the General Design Guidelines for Boulder’s Historic Districts and Individual Landmarks and the Mapleton Hill Historic District Design Guidelines.

1. The applicant shall be responsible for completing the work in compliance with the approved plans, except as modified by these conditions of approval. 2. Prior to submitting a building permit application and final issuance of the Landmark Alteration Certificate, the applicant shall submit the following, which shall be subject to final review and approval by the Landmarks Design Review Committee to ensure that the final design of the addition is consistent with the General Design Guidelines and the Mapleton Hill Historic District Guidelines and the intent of this approval: a. Revised design of west elevation to show access door rather than a patio door; b. Revised design of west and south elevations to reduce the perceived size of the double-hung windows, either by clearly separating them to reference the placement of windows on the primary building, or by reducing their size. c. Revised design to reduce depth of porch. d. Revised design of porch roof to attach to the wall and not interrupt the parapet detailing. e. Final details of stucco; garage doors; guttering and downspouts; mechanical equipment; roofing material; fencing material, spacing, and color; lighting locations; materiality of the driveway apron, site hardscaping, and site grading.

Analysis – Alignment with Relevant Portions of Boulder Revised Code The decision was based upon the board’s consideration that the proposal meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-11-18, B.R.C. 1981.

Next Steps for City Council The City Council may call up the application. If the application is called up, the City Council will be the decision-maker on the application and will review it at a future public meeting. If the application is not called up, the Board’s decision is final.
