Executive Summary The purpose of this item is to incorporate proposed process improvement amendments to the Council Rules of Procedures recommended by the Council Process Working Group.

Alignment with City Plans and City Council History Sustainability, Equity, and Resilience (SER) Framework and Citywide Strategic Plan Alignment SER Framework Goal Area This item connects to Accessible and connected. Council, the council process working group, and city staff continue to look at how to improve city council meetings and make overall process improvements. The more efficient and well-managed council and their meetings are the more accessible they are to the community which aids in the public feeling more connected. This item also connects to Responsibly governed. It is a way for city staff and council to continue to look at ways to conduct the business of the city efficiently while providing a high level of customer experience to its citizens. Citywide Strategic Plan This item connects to Strategy 12, Implemented organizational and financial best practices to continuously improve asset management, customer service, and project and program performance, by continuing to explore and implement ways to improve how council operates and how meetings are organized and run, allowing the city to continue providing a high level of customer service. Staff Notes The proposed amendments are intended to accomplish the will of council to update council rules of procedure and have them effective before a change in council seats.

Alignment with Additional City Plans This item is anticipated work by the city attorney as part of council legal support.

City Council History The proposed amendments to Council Rules of Procedure have not previously come before this council. However, the agreed-upon goal is to have the proposed amendments adopted and be effective prior to the November 4, 2025 election.

Analysis The Council Process Working Group is recommending these amendments after various engagement efforts with council members. The proposed amendments are intended to update the Mayor Pro Tem procedure and procedures regarding communication with council related to their personal contact information. To accomplish these requested amendments, the city attorney has drafted amendments to Sections: Sec. I. Presiding Officers: Mayor and Mayor Pro Tem, Sec. II. Communication with Council, Sec. IV. Council Meeting Agenda; and Sec. IX. Nominations and Elections
