Draft Motion Language Staff requests council consideration of this matter and action in the form of the following motion: Motion to approve the revised 2026 Policy Statement on Regional, State and Federal Issues.

Executive Summary At the February 5th, 2026, City Council Meeting, members of Council discussed and straw polled several revisions to the 2026 Policy Statement recommended by the Intergovernmental Affairs (IGA) Committee. This agenda item formally approves and adopts those changes.

Approve motion language as drafted

If the motion is approved, the 2026 Policy Statement on Regional, State and Federal Issues, as revised

with amendments recommended by the IGA Committee and discussed by City Council on February 5th, 2026, will be adopted. Define and adopt a modified motion

Council would need to define any modifications or amendments to the draft motion language. This will likely require staff to bring back an amended version at a later meeting date.

Deny the motion or take no action

If this motion is denied, the revisions discussed on February 5th would not be adopted, and the version of the 2026 Policy Statement approved on December 4th, 2025, would remain the approved version. If council refers this item back to staff, council members would need to define desired revisions for this draft alongside a recommended meeting date for future approval of an amended version of the 2026 Policy Statement.

Alignment with City Plans and City Council History Sustainability, Equity and Resilience (SER) Framework and Citywide Strategic Plan Alignment SER Framework Goal Area The Policy Statement is meant to further and align with each of the seven SER Framework Goal Area as staff use it to advance the city’s policy priorities. Citywide Strategic Plan The Policy Statement aligns with and furthers several key priorities within the citywide strategic plan.

City Council History At the November 13th, 2025, study session, staff presented the draft 2026 Policy Statement. During that study session, City Council requested that staff bring additional proposed amendments to the 2026 Policy Statement to the Intergovernmental Affairs Committee for review. In the interim, council provided guidance to place the 2026 Policy Statement on Regional, State and Federal Issues (including staff-recommended changes), on the December 4, 2025, Consent Agenda for initial adoption. The Intergovernmental Affairs Committee convened on January 22nd, 2026, to discuss proposed amendments. The Committee’s recommendations (detailed in Attachment B)

were considered during the February 5th, 2026, Matters Item discussing the 2026 Policy Statement. This consent agenda item formally adopts those proposed amendments.

Next Steps for City Council This is the final adoption of this document, and the Policy Statement will be reconsidered again in 2027.
