Introduction This Travel Demand Management (TDM) Plan has been prepared for the Williams Village II redevelopment in Boulder, Colorado. The site is located west of 30th Street and south of Baseline Road as shown in Figure 1. The site is proposed to be redeveloped as a mixeduse site with 306 residential apartments, 591 beds of student housing, 24,471 square feet of restaurants, 9,250 square feet of retail space, and a 22,683 square-foot grocery store. The trip generation table from the traffic study is included as Table 1. Access is proposed to Baseline Road and 30th Street in multiple locations. The conceptual site plan is shown in Figure 2. This TDM Plan supports a 20 percent alternative travel mode reduction supported by the TDM measures proposed by the applicant. It is important to note that Building E will be fully unbundled parking and standalone from Buildings A through D and the existing Broker Inn. Buildings A through D are also fully unbundled as a group with two parking garages serving the four buildings and the existing Broker Inn.

Existing Alternate Travel Modes Description The following existing conditions contribute to the transportation demand management goals of the City of Boulder. The site is well-positioned to make good use of these existing opportunities.

Existing Transit Service The Regional Transportation District (RTD) is the governing body responsible for fixedroute transit (public transportation) service throughout the Denver metropolitan area, including Boulder. Figure 3 shows the existing bus stops and transit routes within the vicinity of the site, including the following routes: • • • • •

Demand-responsive services are available to both seniors and persons with disabilities through Via (formerly Special Transit). Established in 1979, this non-profit provides safe and affordable rides in accessible buses to people with limited mobility. Rides are scheduled in advance and have a 30-minute pick-up window.

Existing Bicycle and Pedestrian Network The City of Boulder maintains an extensive bicycle and pedestrian network throughout the City. Figure 4 shows bicycle and pedestrian routes within the vicinity of the site. In addition, many of the streets in the project vicinity have attached or detached sidewalks.

Transportation Demand Management (TDM) Strategies Tables 2 and 3 show the actions the applicant intends to take to increase the percentage of alternative travel modes utilized by the site and to decrease parking demand. Table 2 is for the proposed student housing in Building E and Table 3 is for the mixed use portion of the site (Buildings A through D). An alternative travel mode reduction of 20 percent is supported by the TDM measures proposed by the applicant combined with the proposed use and location consistent with the Boulder Revised Code. Building B includes 14 tandem parking spaces and Building E has 8 tandem parking spaces for use by management. The following section describes how each TDM Element will help reduce vehicle-trips and increase alternative travel modes. Table 2 for Building E: Orientation Packets - the intent of this measure is to assure all prospective and new residents of Building E are fully aware of the various TDM measures available to help reduce trip generation and parking demand for Building E. Evaluation - this measure is intended to increase Building E resident participation in future TDM surveys conducted by the City. Pedestrian Enhancements - this measure will reduce vehicle/pedestrian conflict points and provide a smooth transition between the site and existing pedestrian facilities surrounding the site. Bike Enhancements - this measure will improve the biking experience for Building E residents. The bike/long-board sharing program is designed for residents who may not have a bike or other non-motorized form of transportation for personal use. The bicycle maintenance station will provide a good alternative to residents being required to perform bike maintenance in their unit or other undesirable location. ded will allow residents to purchase groceries or other goods from area businesses without needing a vehicle. Transit Enhancements - this measure will assure prospective and new residents of Building E are aware of the high frequency of bus transit service in the area and how they can secure bus passes in an effort to reduce trip generation and parking demand for Building E. NECO Pass Program Participation - this measure will provide bus passes to employees of Building E to reduce trip generation and parking demand for Building E. Alternative Transportation Fund for Non-CU Students - this measure will be made available to residents who do not receive a bus pass from CU or their employer to discourage vehicle dependence. The applicant expects five percent or fewer of Building E residents will qualify for this benefit. Meet Short-Term Bicycle Parking Requirement - this measure will encourage bicycle usage for short-term trips. The applicant is proposing 68 spaces where only 64 are required. Meet Long-Term Bicycle Parking Requirement - this measure will provide a safe and secure location for residents to store a variety of bicycle styles on site to encourage bicycle usage by residents. The parking area will accommodate the storage of four cargo bikes and eight e-bikes and be capable of e-bike charging. The applicant is proposing 200 spaces where only 182 are required. Proposed Vehicle Parking - this measure will discourage vehicle storage and usage by providing a minimal number of parking spaces for Building E residents. Parking within Building E will be fully shared, unbundled, managed and paid (SUMP). The applicant proposes to charge $175/month for parking separate from the unit lease and will adjust over time based on market conditions. Separating the unit lease and the parking lease will discourage vehicle storage and reduce trip generation and parking demand for Building E.

Proposed Tandem Parking - this measure will provide Building E with eight additional parking spaces that can be managed as appropriate. Table 3 - Buildings A through D: Meet Short-Term Bicycle Parking Requirement - this measure will encourage bicycle usage for short-term trips. The applicant is proposing 224 spaces where only 217 are required. Meet Long-Term Bicycle Parking Requirement - this measure will provide a safe and secure location for residents and employees to store a variety of bicycle styles on site to encourage bicycle usage by residents/employees. The applicant is proposing 526 spaces where only 485 are required. Additional detail is provided in the Bike Enhancments section below. Cargo Bike and E-Bike Storage - this measure provides cargo bike and e-bike storage for residents/employees to encourage bike usage. The parking will be distributed throughout the four buildings (A through D) for ease of access regardless of a residents/employee’s location on the site. Ratio of MOV Mode Share - this measure will assure prospective or new residents of Buildings A through D are aware of the various alternative travel mode opportunities provided by the applicant or the City to reduce trip generation and parking demand. Pedestrian Enhancements - this measure will reduce vehicle/pedestrian conflict points and provide a smooth transition between the site and existing pedestrian facilities surrounding the site. Bike Enhancements - this measure will improve the biking experience for Building A through D residents and employees. The bicycle maintenance station will provide a good alternative to residents and employees being required to perform bike maintenance in their unit or other undesirable location. The applicant is in discussions with B-Cycle to explore additional opportunities on the site.

Wagon Sharing - this measure is being provided to allow residents to purchase groceries or other goods from area businesses without needing a vehicle. E-Scooter Parking - this measure is intended to provide appropriate parking for E-Scooters to improve reliability of service and to avoid clutter in high pedestrian and bicycle use areas. The applicant is in discussions with Lime Scooters to explore additional opportunities on the site. Alternative Transportation Fund - this measure will provide an incentive to residents who do not want a parking lease and can show they either don't have a vehicle or will park it in an acceptable off-site location. Changing Facilities - this measure will provide employees of Buildings A through D an appropriate space to change from commuting bicycle attire to work attire and back again as needed. This will encourage bicycle usage by employees. Transportation Information Center - this measure will assure all prospective and new employees of Buildings A through D are fully aware of the various TDM measures available to help reduce trip generation and parking demand. BECO/NECO Pass Participation - this measure will provide bus passes to residents and employees of Buildings A through D to reduce trip generation and parking demand. Overnight Guest Parking - this measure will accommodate overnight guest parking in the parking garages and reduce or avoid the likelihood of overnight guests parking off-site in neighboring properties. Proposed Vehicle Parking - this measure will provide an appropriate number of parking spaces based on shared parking principles, internal trips, and alternative travel modes. Parking for Buildings A through D will be fully shared, unbundled, managed and paid (SUMP). The applicant proposes to charge $150/month for parking separate from the unit lease and will adjust over time based on market conditions. Separating the unit lease and

Proposed TDM Measures

Orientation Packets

An orientation packet will be provided to each new resident which includes brochures, maps, and other resources to inform residents of their transportation options. This packet will include RTD bus information, the City of Boulder bicycle and pedestrian map (or similar), and information on special events. This packet will be provided initially by the developer at the time of sale or by a lessor thereafter.

Evaluation

Through sales or lease agreement, the site's residents will agree to participate in annual on-line or paper surveys regarding their use and satisfaction with transportation demand management programs. The evaluation is expected to be administered by the property management - the City of Boulder will provide the survey questions using Survey Monkey or similar on-line tools.The developer will secure agreement to participate, with the expectation that 10-20% of residents will actually participate based on typical survey return rates. The City of Boulder will be responsible for data analysis and summarization.

Pedestrian Enhancements

Improvements will be made to the existing sidewalks and multi-use paths around the site. Curb cuts (driveways) are being closed, which will greatly reduce the number of vehicle/ pedestrian conflict points which is a key metric for the City.

Bike Enhancements

Connections will be made to the existing sidewalks, paths, and on-street bicycle routes/lanes in the area. In addition, the applicant proposes a bicycle share and long-board program that will be available to both residents and employees. This program is managed through a 3rd party service and typically provides 4 bicycles and 5 long-boards that are securely stored on-site. The applicant will also provide three collapsible carts for use by residents. The applicant is coordinating with B-Cycle - the email correspondence is attached for reference. The applicant is providing a bicycle maintenance station on the site within the southern long-term bike parking area.

Transit Enhancements

Information about transit service will be provided in the orientation packets, also described above. The building manager will have an on-site employee serve as the employee transportation coordinator (ETC) to assure residents are fully aware of the various TDM measures that are available.

NECO Pass Program Particiaption

Residents are expected to receive an ECO Pass through their association with the University so the development of a specific NECO Pass Program is not proposed. BECO Passes will be provided to fulltime on-site property management and office employees for a period of three years. The applicant will work with the City to determine the appropriate size of the program. The applicant estimates Building E will have approximately 7 full-time and 4 part-time on-site employees.

Alternative Transportation Fund for Non-CU Students

The applicant proposes a $150 per year alternative transportation subsidiy fund for renters not associated with CU or otherwise don't receive a bus pass from their employer. If they have a vehicle they will need to show if it will be parked in an acceptable location to receive the subsidy. The applicant estimates 0 to 5 percent of renters would be eligible for this benefit.

Meet Short-Term The site is proposing 68 short-term bicycle parking spaces which exceeds the requirement of 64 shortBicycle Parking term bicycle parking spaces. Meet Short-Term Bicycle Parking Code

The applicant is proposing 224 short-term bicycle parking spaces which exceeds the requirement of 217 short-term bicycle parking spaces.

Pedestrian Enhancements

Improvements will be made to the existing sidewalks around the site as appropriate. In addition, the redevelopment of the site will improve pedestrian/ bicycle circulation in this area including a pedestrianactivated RRFB crossing of 30th Street. The Applicant will continue to utilize the existing pedestrianactivated RRFB crossing of Baseline Road.

Bike Enhancements

The site has connections to the existing sidewalks and paths in the vicinity of the site including connections to the existing multi-use paths. In addition, the redevelopment of the site will improve pedestrian/ bicycle circulation in this area. The applicant will provide a bicycle maintanance and repair station on site. See the attached correspondence with B-Cycle.

Wagon Sharing

The applicant will provide two wagons that can be shared by residents for grocer trips.

E-Scooter Parking

The applicant proposes providing multiple e-scooter parking areas for the parking/ storage of E-Scooters (see the attached correspondence with Lime Scooters).

Alternative Transportation Fund

The applicant proposes to make available a $150/year transportation subsidy per unit if the residents do not require on-site parking. If they have a vehicle they will need to show it will be parked in an acceptable location off-site to receive the subsidy. The fund could be used for car share, Lime Scooters, TNC rides, etc. The applicant will work with City staff to determine how best to administer the program.

Changing Facilities

The proposed public restrooms will serve as suitable changing facilities. In addition, Building A includes a fitness center that could be used for this purpose.

Transportation Information Center

The site will include transportation information in its employee packets/employee orientation process. The information will also be available from the leasing office. The applicant will participate in future surveys conducted by the City regarding travel modes.

BECO/NECO Pass Participation

BECO-Passes will be provided to the employees and NECO passes will be provided to residents. The applicant will pay the cost of providing passes for a period of three years. Coordination will be needed with City staff to determine the appropriate size of the program. There is approximately 56,000 square feet of non-residential square footage being proposed on the site.

Overnight Guest Parking

The Parking Management System will be used to track and anticipate usage at different times of day and will adjust the available parking to accommodate the residents and other users of the garage. During overnight hours management would be able to increase the percentage of spaces held and allocated for residents and decrease the allocation during the day when usage rates change.

Proposed Vehicle Parking

The applicant is proposing 560 code compliant parking spaces. The applicant proposes SUMP principles for the mixed use portion of the site so all parking for Buildings A through D will be shared, unbundled, managed, and paid. The parking lease will be unbundled from the apartment unit lease. The applicant proposes a $150 monthly parking lease to discourage vehicle storage. The cost could increase or decrease based on market rates and demand.

Proposed Tandem Parking

The site is providing 14 tandem parking spaces for use by management.

In this development – need to work out who bears the cost for the equipment and what the addi onal ridership means for the university bill? o Again, if b-cycle is paid into as part of tui on then this wouldn’t be a concern for student in the development Can pay for the equipment, and then you install and we (bcycle) operate o Usually for areas where we don’t know if there is going to be a lot of ridership long term  Not likely an issue here Structured proposals with developers where they purchase a certain number of passes for the residents o Usually for a fixed term of me, means costs are born by someone in the future Site Plan a ached for reference

I had called and spoken with Ma hew on 5/23, where I believe he opened a cket for this inquiry, and spoke with Xavier today, 7/10 to confirm that the inquiry has been received. Based on this most recent conversa on I understand that the status has not changed: that there is a cket open to have someone follow up with us regarding our interest in having a b-cycle sta on installed at this development. He also confirmed that he is not able to email a copy of the cket to validate due to regula ons at b-cycle regarding sharing internal informa on and encouraged us to send an email following up on the cket and noted that typical response mes are within 72 hours. Would it be possible for someone to provide any addi onal informa on about requirements or expecta ons that we would need to comply with for installing a sta on at this site, and also to even confirm that our loca on would be one that might be considered for an addi onal sta on?
