Volunteering is a way for me to give back to my communities, whether those be professional , hobby, or where I live. I have a Masters Degree in business and finance, working currently as Chief Financial Officer (CFO), providing strategic financial and business expertise for multimillion-dollar organizations. I am well-versed in enhancing financial and operational processes. I can deliver key recommendations to executive level management and execute those ideas to improve the performance of organizations. Not only do I have a strong technical background, but my track record demonstrates that I am a results-oriented individual with a long history serving in non-profit/tax-exempt organization governance and advisory roles. I have 12+ years serving as director on multiple governing boards for professional associations, nonprofits, and other organizations. I've also served more than 15 years on various governing, decision-making and advisory specialty committees, including finance, strategy, small business, research, ethics, global markets, technology, and audit. For some of these committees, I served a committee Chair. Most recently, I completed a 3-year term as a member of the global Board of Directors of the Institute of Management Accountants, the worldwide association of accountants and financial professionals in business.

I do not have direct experience with this board, however have participated in citizen surveys related to Parks and Recreation services, and did submit an application and interview for a position on this commission in 2024. My family and I are frequent users/beneficiaries of both the recreation centers and parks of the City of Boulder, and would like to ensure that they continue to meet the needs of the community in a cost effective and sustainable way.

If appointed, what do you hope If appointed, as a finance professional, I would learn how monies have been historically allocated and approved/spent by this to achieve through your service commission, and ensure that projects meet the responsibilities on this board/commission? and goals of this board/commission and the community before making any recommendations, particularly given the increasing fiscal pressures on government spending and lack of resources to fund capital investments in infrastructure related to recreation in the greater Boulder area. I would also seek to benchmark with the recreation facilities (and the varied alternative means of funding them) in other Front Range cities and counties to ensure that what Boulder invests in is comparable to, if not best in class, other nearby communities (i.e. Thornton, Arvada, Broomfield). Using this business background, I would hope to advise the city council in connection with all matters relating to investment into parks & recreation facilities ensuring long term sustainability.

I want to serve on the Boulder Parks and Recreation Advisory Board because Boulder's parks have been part of my everyday life for the past 35 years. I've lived here that entire time and have walked my dogs and used our parks almost daily, so I understand firsthand how important these spaces are and how people actually use them. I was also a long-time student at the Fire House Pottery lab on the hill. This was very impactful to me! As a local business owner, I also see how much Boulder's parks matter to the city as a whole. They are a huge draw for both residents and visitors and play a real role in Boulder's quality of life and local economy. Well-maintained parks and recreation facilities benefit everyone. I've also developed a strong appreciation for landscaping and gardening through Boulder's beautiful perennial beds and public plantings. That experience has given me respect for the planning, maintenance, and long-term care required to keep these spaces healthy and attractive. I bring a long-term resident's perspective, practical decision-making experience, and a willingness to listen, ask questions, and represent the broader community. I would take the responsibility seriously and work to help keep Boulder's parks accessible, well cared for, and sustainable for the long term.

Yes. I have been following Boulder Parks and Recreation Advisory Board meetings online to better understand the board's role, current priorities, and decision-making process. I am familiar with the services the department oversees and how Parks and Recreation works with city staff and the broader community. This has helped me prepare to contribute thoughtfully and be effective if appointed.

I wish to serve on the Parks and Recreation Board because I want to be more involved in my local community and contribute to decisions that directly impact residents' quality of life. Boulder's parks, trails, and recreation facilities are central to community health and connection, and I am interested in learning more about how planning and funding decisions are made at the city level. As a South Boulder resident, I am particularly motivated to advocate for the needs of South Boulder residents, including thoughtful consideration of the South Boulder Recreation Center. I have lived in Boulder County for over 20 years and bring a long-term perspective on how the city has grown and how recreation needs have evolved. Professionally, I have extensive experience in high-level product and project management, which has strengthened my ability to evaluate complex issues, balance competing priorities, and support informed decision-making. I am comfortable diving into details when needed while also looking ahead to ensure all options and long-term impacts are considered. I bring a collaborative, analytical, and community-focused approach and would be committed to serving as a thoughtful, engaged board member who listens carefully and represents community interests.

My experience has primarily been personal. I have participated in the City's tennis programs, and as a South Boulder resident, I have closely followed the discussions and challenges surrounding the South Boulder Recreation Center and its potential closure.

I would like to join the Parks and Recreation board in order to help the city of Boulder serve the public more effectively and efficiently. Given the dwindling numbers of children in Boulder and the very high cost of living here, I would especially like to ensure that the city continues to provide affordable, enriching experiences for all children in the community. If selected to join the board, I bring several areas of relevant experience. First, I regularly conduct surveys, interviews, and focus groups in my work, so I am well-equipped to help Parks and Recreation design and analyze surveys and other forms of community engagement to learn about the needs and views of the community. Second, I have substantial fundraising experience. I previously ran a grassroots political campaign that raised approximately $800,000 through small donations, I have assisted my universities (my employers) in various types of fundraising, and in 2020-2021, I designed and ran an online fundraising campaign to save the local community center / recreation center in my old neighborhood in Ottawa (where I lived from 2019-2023). At present, I am also the volunteer treasurer of a professional association (a section of the American Political Science Association), which has given me further financial management experience. As Boulder faces new financial strains, I would bring a new perspective and fundraising experience to the Parks and Rec board. Third, I collaborate effectively with diverse colleagues and stakeholders. In my work at universities throughout the US and Canada, I have taught students from more than 50 countries, and I pro-actively incorporate activities to promote inclusion and equity in all my classes. I previously also speak Spanish fluently, which helps me communicate with a wider range of people in the Boulder area. In terms of prior experience on boards or governing bodies, I was a board member, committee member, and fundraising chair of the Ottawa South Community Association (OSCA) from 2020-2023. This was the board that ran our local community center and recreation programming in the Old Ottawa South neighborhood, where I used to live in Ottawa, Ontario, Canada. We oversaw human resources issues and staff management, program development, and financial management. Within OSCA, I particularly specialized in fundraising, and I designed and implemented a grassroots online fundraising campaign to keep the community center financially viable during Ontario's lengthy

COVID lockdowns. In Boulder, I am currently an active volunteer for two organizations: Guide Dogs for the Blind's Boulder puppy-raising club, and the Victim Advocates program at the Boulder police department. Through these two very different forms of community engagement, I have learned a lot about the needs and interests of a wide range of community residents. Additionally, in my work as a professor, I routinely serve on a wide range of committees, including my department's budget committee, our graduate program committee, a divison-wide management committee, and an anti-racism committee (at my prior university). This has given me experience running meetings efficiently, solicing input from others, and making decisions collaboratively. In terms of prior community involvement, when I lived in Cambridge, MA from 2013-2019, I was a participatory budgeting community delegate for one year. In this role, I worked with fellow delegates to propose projects for the participatory budgeting election. This involved meeting with city officials and community leaders and learning about city management and budgeting. I found it very satisfying to develop these proposals, and I really enjoyed making a concrete contribution to the city. (In particular, a semi-protected bike lane that I helped to propose was selected in the participatory budgeting election, and the bike lane was installed and is still in operation today.) This experience motivated me to join the OSCA board in Ottawa, and it is one of the reasons I hope to join the Parks and Recreation board in Boulder.

2. Have you had any experience(s) with this Board or the services it oversees?

I do not have any direct experience with this board. However, since moving to Boulder in 2023, my family and I have frequently used the city's rec centers, outdoor pools, and parks and recreation programming, including classes for children and adults and summer day camps. In the city where I previously lived (Ottawa, Ontario), I served on the board of my local recreation center / community center for multiple years. In this capacity, I helped them develop programming, transition to a new registration system (Amilia, also used by Boulder Parks and Rec), and conduct community consultations about a new building planned for a local park. I also designed and led a fundraising effort to keep the center afloat during COVID lockdowns, ultimately raising more than $100,000 in a campaign to save our community center.

3. If appointed, what do you hope I would like to ensure that Boulder's excellent recreation centers to achieve through your service and programming remain affordable, appealing, and accessible on this board/commission? for local families. Depending on the needs of the board, I am most interested in two areas: a) Community outreach and feedback. Especially as the recreation centers are raising their fees and the city has adopted the new Amilia registration system, I think it's important to make sure the city is meeting the community's needs, to assess how people are using the recreation centers, and to gather data about their experiences with the online registration system. I would be happy to contribute to designing surveys, focus groups, and other forms of feedback. b) Fundraising and financial management. I would be interested in helping the city develop new fundraising strategies (both grassroots and grant applications) to help fund parks and recreation programming. I have lived in Boulder pretty much my entire life, and parks and recreation services made both a large impact on my childhood and makes an impact on me today. From learning how to swim in the rec center pools, to trying different sports and activities at the rec centers from basketball to dance to gymnastics, to even having my first job at the East Boulder rec center as a camp counselor when I was 16 years old, Boulder parks and rec services have been an instrumental part of my life. Even today, I regularly use Boulder parks and rec services, such as the Mapleton softball fields, where the youth softball team I coach plays their home softball games. Having used so many parks and rec services, and especially since they have made such a large impact on me, I wish to serve on the parks and recreation advisory board to give back to the community and help ensure these resources are just as impactful and readily available for all members of the community as they have been for me. Additionally, as a young person (as someone in their early/mid 20s), and as someone who has primarily accessed the parks and rec services as a youth, I believe I would bring a unique perspective to the board. Also, since I volunteer coach a softball team of elementary age youth, I directly see the impact that Boulder parks and rec services have on our youth, which gives me another unique perspective. I have also had experience with boards and commissions while I was in college at CU Boulder, and this experience would help to make me a more effective member. My senior year of college, I had an internship with the Youth Advisory Panel with the City of Westminster. The Youth Advisory Panel is a group of teens that meets with local leaders and boards to learn about and advise them on issues impacting Westminster. I was in charge of communication with the partners the Youth Advisory Panel met with and assisting with meetings. This experience allowed me to learn how city advisory boards function.

2. Have you had any experience(s) with this Board or the services it oversees?

I have had experience with the services this board oversees, despite not having direct experience with this exact board. As someone who has used the parks and recreation services in Boulder all throughout my life, I am familiar from personal experience with many of the services this board oversees (such as the rec centers, school day off and summer camps, and sports fields such as the Mapleton softball fields). Additionally, when I was an intern with the Youth Advisory Panel in Westminster in college, one of the groups we met with was the Westminster Parks, Recreation, and Libraries Advisory Board (the Westminster equivalent of the Boulder Parks and Recreation Advisory Board), which helped me to learn some of the important roles that this board plays in the community.

3. If appointed, what do you hope If appointed to this board, I hope to continue to make sure that all to achieve through your service of Boulder's parks and recreation services are accessible and on this board/commission? equitable for all. I would also love to do anything I can to help improve these services while on the board. Additionally, I would love to bring a young perspective to the board about how these resources are used and how they can be improved for young people (both for people in their 20s, college students, and youth under the age of 18), since having lived in Boulder while being a young person and having connections with people who are young people, this is the age range I have the most lived experience and knowledge about. (It is also important to make sure these services are accessible to people who are not young people as well. While I have the most experience and knowledge about how these experiences are used by young people, I would love to learn about the ways in which they are utilized by other age groups and what I can do to support those age groups' experiences as well.)

I've lived in Boulder for nearly 20 years and have spent much of that time living (as I do today) on University Hill. I care very deeply about our city, but I feel especially connected to the Hill, its business district, and the unique mix of students and families that share the experience of living in this great neighborhood. Over the past two decades, I've watched the Hill go through cycles of stagnation and vibrancy and I remain convinced that it is positioned to serve as a thriving business center in the years to come. I am applying for a position on the University Hill Commercial Area Management Commission because I wish to play a role in the future of this critical asset to Boulder's cultural and economic future. If chosen for the commission, I will bring nearly 20 years of experience in transportation, land use, and climate policy, as well as on-the-ground implementation of urban planning and economic development strategies. I started my career, just two months after moving to Boulder in 2008, as an intern at Rocky Mountain Institute (RMI), while working a second job at Radda (now Santo). Since then, I've developed a solid understanding of the challenges and opportunities that cities face in managing growth while seeking to retain the qualities that attract that growth. I've also worked directly with City Mayors offices, councils, and business improvement districts (e.g. Downtown Austin Alliance) to develop innovative placemaking, parking, and mobility strategies. And I have a strong literacy municipal finance and value capture strategies such as tax-incremental-finance (TIFs). Through all of this, I've remained a committed patron of Boulder's unique restaurants and businesses. University Hill is at a critical juncture right now. It is wrestling with meeting the demands of its students, residents, and the business owners that make the commercial area so unique. With Sundance on the way and conversations about the formation of a Downtown Development Authority moving forward, I am thrilled about the opportunity to play a role.

2. Have you had any experience(s) with this Board or the services it oversees?

While I have not previously served on this commission, I have followed the Hill closely as a Boulder resident and have spent time in the district over the years. I've seen firsthand both its strengths-its energy, identity, and role as a gathering place-and some of the challenges it faces around turnover, public space, and maintaining a strong mix of businesses. I've also served on the Board of Better Boulder in the past, and through that work I've developed a solid understanding of how Boulder's Boards and Commissions operate. Through my professional work, I've also become familiar with many of the issues this commission addresses, including access and parking management, public space improvements, and district-level investment strategies. Much of my experience in this space was garnered through partnerships with the Downtown Austin Alliance and the City of Austin , where I moved for two years to lead an RMI mobility, land use, and economic development program. Since then, I've continued to focus my career on the challenges that cities face across the country.

3. If appointed, what do you hope I wish to help strengthen the Hill as a vibrant destination and to achieve through your service district for businesses, students, residents, and tourists alike. I on this board/commission? think there is a real opportunity to continue improving the vibrancy of our businesses and the "public realm" throughout the Hill. More specifically, I hope to join the commission in achieving sufficient representation for the Hill in future investments made to the city. This is especially critical if Boulder establishes a DDA or tax incremental financing program. But regardless of whether the DDA or TIF move forward, I intend to identify new opportunities for Hill and its businesses to flourish in the years to come. Finally, if I am appointed to this commission, I will enter these conversations with humility and a spirit of collaboration. I am eager to get to partner with the other members of the UHCAMC on the future of our neighborhood.

Standard Questions 1. Why do you wish to serve on the board or commission, and what qualifications, skill sets and relevant experiences do you have for this position (such as lived experience, education, training, service on governing or decision-making boards, etc.) that would contribute to you being an effective board member and community representative?

I have lived and worked in Boulder for decades. I was a practicing lawyer for 40 years, almost of all of it in Colorado, and almost of it working for environmental government agencies or non-profit organizations, primarily focused on water issues, both quality and quantity. For example, I started my career in Colorado in the Natural Resource Section of the Office of the Attorney General, where I represented the Water Quality Control Division and Commission, the State Engineer, and the Water Conservation Board for its instream flow program. While I also spent a year teaching at the University of Denver Law School, a term as a Congressional Committee staffer in DC, and a stint with the Rocky Flats Clean Up contractor, the rest of my career I spent at three environmental organizations (Environmental Defense Fund, Trout Unlimited and the Theodore Roosevelt Conservation Partnership) and as a consultant to these NGOs. The last two decades of my work, I focused on Colorado River water management issues and trying to maintain strong water quality regulation at the state and federal level. I've taught senior education short courses on western water law and the Colorado River the last two years, and will teach again in the fall. I have been an active volunteer and currently serve on the Boulder Jewish Community Center Board. I always try to be on at least one volunteer board, in addition to my other volunteer activities.

2. Have you had any experience(s) with this Board or the services it oversees?

I do not have direct experience with this Board. I used to interact regularly with City of Boulder staff and consultants on water quality regulatory matters. My Colorado River work often put me in contact with Northern Water staff and board members.

3. If appointed, what do you hope Boulder must maintain and adapt its current robust water portfolio to ensure continued supplies as the Front Range grows to achieve through your service and Colorado experiences additional aridification. In addition, with on this board/commission? the loss of federal interest in small western streams, and the state's recent adoption of a regulatory scheme to protect those waters from the adverse effects of some development, Boulder's streams require ever-more thoughtful protection from water quality degradation. I would hope that, as a member of the Water Resources Advisory Board, I could bring my vast experience to bear in making recommendations to City staff and Council to keep Boulder's streams healthy and its water supply portfolio resilient for a dryer, less stable future.
