RESOLUTION 1368 A RESOLUTION INDICATING THE CITY OF BOULDER’S SUPPORT FOR 1B, A MEASURE APPEARING ON THE NOVEMBER 4, 2025, BOULDER COUNTY BALLOT CONCERNING MENTAL AND BEHAVIORAL HEALTH SALES AND USE TAX THE CITY COUNCIL OF THE CITY OF BOULDER, COLORADO FINDS AND RECITES THAT: 1. Bouder County Issue 1B, “Mental and Behavioral Health Sales and Use Tax,” will appear on the November 4, 2025, Boulder County ballot. 2. The measure establishes a countywide 0.15% sales and use tax for three years. The tax is projected to generate about $13.8 million in the first year. 3. If passed by voters, revenue will be used by Boulder County for the purposes of addressing unmet needs for youth, adults, families, unhoused individuals, and older adults in Boulder County with, or at risk of, mental health and substance use issues. 4. If passed by voters, revenue will be used to provide services for mental health crises; suicide prevention and intervention; mental health and substance use prevention, treatment, and recovery; treatment services for unhoused individuals; and assistance to individuals in finding appropriate services. 5. City of Boulder residents report significant need for increased access to mental health services. Nearly 1 in 5 Boulder County residents—and more than 1 in 3 young adults— reported 8+ poor mental health days in the past month. City of Boulder Behavioral Health Crisis Response data shows over a quarter of calls involve suicide concerns and nearly a quarter involve substance use. 6. As outlined in the 2024 City of Boulder Behavioral Health Framework, the city invests significantly in mental and behavioral health directly through city programs, funding for community organizations providing behavioral health services, partnerships for collaborative planning and funding, and support for city staff as an employer modeling behavioral health as a priority. The City of Boulder is committed to continuing to address mental and behavioral health for community. 7. The city supports a collaborative, comprehensive continuum of substance abuse, mental and behavioral prevention, and treatment options—from crisis and emergency services to ongoing community care—that meets individuals' needs, with expanded access for unhoused individuals who otherwise lack a suitable environment in which to pursue recovery. 8. The City of Boulder relies on regional partnerships with the county, among others, to collaborate and implement mental and behavioral health programs that our community

members need. Increased revenue to support county efforts will have an overall positive impact on city residents.

RESOLUTION: The Boulder City Council hereby supports and urges a YES vote on measure 1B which will appear on the November 4, 2025, Boulder County election ballot.
