Sister City Agreement Between Boulder, Colorado and Vinnytsia, Ukraine This Sister City Agreement (“Agreement”) between Boulder, Colorado, USA and Vinnytsia, Ukraine is entered into as of the ___ day of ______________, 2025 (the “Effective Date”). In the spirit of recognizing the existence and benefits of people-to-people relationships, the City of Boulder, Colorado and Vinnytsia, Ukraine are hereby to be known as sister cities (hereinafter, “Sister Cities” or individually, “Sister City”). The Sister City relationship is established for the following purposes: 1.
To encourage the exchange of diverse cultural, educational, artistic, scientific, and professional ideas and programs, particularly those that may be helpful in Vinnytsia’s trauma healing and peaceful recovery from the on-going regional conflict.
2.
To enhance international learning, communication, and understanding between and among the people of each city;
3.
To enable residents of each city to give service to and derive benefit from international community projects.
On October 16, 2025, City Council, in accordance with Resolution 631 approved the relationship between the Sister Cities after finding that the affiliation met the criteria set forth in Section 2 of Resolution 631, attached hereto as Exhibit A, and all of which are herein incorporated as conditions to maintain the sister city affiliation. The Sister City relationship shall emphasize people-to-people exchanges and projects addressing humanitarian concerns. Such concerns shall include those that address human needs, environmental impact, human rights, and the peaceful enrichment of residents. This Agreement does not recognize or endorse political actions of the respective sister city governments. Each Sister City shall identify areas for collaboration and, in all such activities, work for the benefit of both Sister City communities. The Sister Cities will each establish or utilize working committees ("Sister City Committees"), or other appropriate entities, to implement this Agreement and propose specific activities and means of collaboration, as well as monitoring and evaluation of those activities. The Sister City Committees overseeing the activities shall report to each Sister City’s representatives on a periodic basis no less than once per annum. Nothing in this Agreement obligates the expenditure of any funds by either Sister City. Each Sister City commits to respect human rights pursuant to the Universal Declaration of Human Rights and various covenants (collectively known as the International Bill of Human Rights). Moreover, the Sister Cities commit to environmental stewardship including, without limitation, the policies adopted in the 2030 Agenda for Sustainable Development.

This Agreement shall be in effect for an initial term of (5) five years from the Effective Date and shall automatically renew for subsequent terms of (5) five years unless terminated in writing by either Sister City. [Signature Page Follows]

By affixing their respective signatures hereto on the date hereof, the cities Boulder, Colorado, USA and Vinnytsia, Ukraine hereby declare themselves Sister Cities, with all honors and privileges as set forth herein.

RESOLUTION NO. 631, AS AMENDED 7-26-2001 ESTABLISHING SISTER CITY AFFILIATION POLICY FOR TBE CITY OF BOULDER WHEREAS, the citizens of Boulder have demonstrated a desire to learn more about the people of other cities throughout the world and enhance international communication and understanding; and WHEREAS, the citizens of Boulder wish to encourage educational, cultural, recreational and technical exchanges to help acquaint themselves with the diverse peoples of the world;and WHEREAS, the Boulder City Council wishes to enable the citizens of Boulder to have opportunities to give service to and derive benefit from community projects of international scope; and
WHEREAS, the City and its citizens have benefitted greatly from the activities of our sister city organizations and their counterparts in other • WHEREAS, Boulder's sister cities should be carefully selected to assure that relationships will be useful, educational, and of maximum benefit; and WHEREAS, each of our sister city relationships should be based upon some common interests and characteristics important to both Lioulder and the sister city; and WHEREAS, Boulder has current relationships with these cities: Jalapa, Nicaragua; Lhasa, Tibet; Dushanbe, Tadzhikistan; Yamagata, Japan; and Mante, Mexico.
NOW THEREFORE, BE IT RESOLVED BY TBE CITY COUNCIL OF TBE CITY OF BOULDER:
That objectives, criteria, procedures, and policies for sister city affiliations are hereby established as follows: SECTION 1:
SISTER CITY POLICY
It is the policy of the City of Boulder to recognize the existence of people-to-people relationships through the establishment of sister city affiliations. This recognition encourages exchanges of • . • c:liverse cultural, educational, artistic, scientific, and professional ideas and programs. Sister City relationships are important to the City of Boulder for several reasons, first as a means of assisting Boulder residents in viewing the challenges and gifts of our community in the broader

City Council will appoint a Council Liaison to each sister city organization. This liaison will represent the Council at official functions and will keep the Council aware of important sister city events and activities.

The City Manager will appoint a staff liaison with umbrella responsibility to work with sister city organizations for the purpose of coordinating communications between The City of Boulder and the individual sister city organizations, The Sister City Alliance, other international groups, and the community at large.
SECTION 2:
CRITERIA FOR ESTABLISHING AND MAINTAINING SISTER CITY RELATIONSHIPS
The City of Boulder establishes the following criteria for sister city recognition: A) In order to assure that sister city affiliations are genuinely reflective of the community and are managed by citizen organizations with resources adequate to the task, sister city affiliations shall:

Have and maintain Section 501 (c)(3) status .
2)
Have and maintain a Boulder-based board of directors, with the board elected by the membership, and with no member of the board being a part of any commercial venture in the sister city.
3)
Establish membership criteria, but membership may not be denied based upon race, religion, nationality, membership in a minority group, membership in a particular social group or because of the expression of unpopular political opinion.
4)
Have and maintain an annual budget, a work plan, and a fund-raising report.
5)
Annually submit a status report to the City Council by the 1st of March of each year which shall show compliance with items A(l), A(2), A(3), and A(4) and the policies set forth in Section 1.
6)
Make the elements required in A(3), A(4) and A(S) available to the public.
B) A prospective sister city should offer Boulder citizens significant exchange opportunities to enhance mutual understanding of the world's cultural diversity. In ddition, the following procedures must be followed for official sister city ecognition:

1)
A citizen's organization advocating a new sister city affiliation must present to the City of Boulder City Manager's Office documents that demonstrate compliance with all relevant sections of this sister city policy resolution.
2)
The City Manager's Office shall advise the City Council that the specified criteria and standards for affiliation have been met, and shall present to the Council any further arguments for or against the proposed affiliation.
3)
Sister city recognition must be approved by the Council.
SECTION3:
EFFECTIVE DATE
The criteria, standards and procedures established herein shall be applicable to all pending and future requests for sister city affiliation. Amended Resolution ADOPTED by the City Council of the City of Boulder, Colorado this 2 l 6t day of August, 2001.
