Legislative Positions at BVSD Legislative Mission The Boulder Valley School District Board of Education adopts positions on issues that directly impact PK-12 education and the Board’s work to create challenging, meaningful and engaging learning opportunities so that all children thrive and are prepared for successful, civically engaged lives.
Legislative Principles Good Governance and Local Control
Governance of the school district should remain within the authority of locally-elected school boards who are responsible for providing educational experiences that meet the needs of their students and community. Legislators are urged to contact BVSD lobbyists and district leadership prior to proposing or supporting changes to state law concerning PK-12 education.
School Finance
Creating an educational system that meets the needs of all students requires adequate per-pupil allocations and increased funding for operations, capital construction, infrastructure and maintenance. BVSD supports increased funding for PK-12 education, in order to address the significant deficiencies identified in recent adequacy studies. BVSD also opposes legislation that imposes unfunded mandates or additional compliance costs on school districts—particularly in light of this year’s state budget shortfall and expectations that lawmakers advance proposals without additional funding while also seeking to backfill existing gaps.
Educational Opportunity and Accountability
BVSD affirms the need for districts and schools to demonstrate continuous improvement and supports accountability systems that are meaningful and reflect local priorities. BVSD supports legislation that allows local school districts sufficient flexibility to manage educational opportunities, programs and facilities in order to maximize learning experiences.
Student Wellbeing
Students are most successful in the classroom when their physical and social-emotional needs are met and when they have a sense of safety and belonging. BVSD supports legislation that promotes inclusive educational experiences and improves student health and wellbeing.
