​Boulder Valley School District​ ​File: GBEBC​ ​Adopted:​ ​prior to 1978​Date of​ ​manual adoption​ ​Revised: March ___, 2026​ ​STAFF GIFTS AND SOLICITATIONS​ ​Gifts of Substantial Value​ ​Colorado law prohibits public employees from receiving gifts of substantial value. For purposes​ ​of this policy, substantial value is as set by Colorado law, currently gifts with a face value worth​ ​more than $53.​​This includes group gifts​,​​or​​gift cards​​or recurring monthly gifts​​that exceed a​ ​total value​​as set by Colorado law​​.​of $​5​25​​or recurring monthly gifts such as “flower of the​ ​month.”​ ​While not intended by the gift-giver, gifts to employees in excess of​​state law limits​ ​$25​may​ ​have the appearance of improperly influencing employee decisions, creating inequities within​ ​and among the​​School D​d​istrict’s schools and departments, and compromising the​​School​ ​D​d​istrict’s compensation practices and resulting tax issues.​ ​Exceptions to this regulation are as follows:​ ​●​ ​Employees may accept clothing​​of higher value​​valued in excess of $25​​if the article of​ ​clothing is spirit wear;​ ​●​ ​Employees may accept tickets​​of higher​​with a face​​value​​in excess of $25​​if the ticket​ ​provides admission to a​​School D​d​istrict-affiliated event;​ ​●​ ​Employees may accept gifts for travel, housing, admission or food​​of higher value​​in excess​ ​of $25​​if they are performing the duties of a chaperone at a​​School D​d​istrict-sponsored event​ ​or when attending a professional event;​ ​●​ ​Employees may accept gifts of perishable items including food or flowers with a​​higher​​value​ ​in excess of $25​;​ ​Gifts from Students​ ​Teachers and other employees of the Board shall not accept gifts from students except as​ ​such gifts represent tokens.​​Even token gift-giving shall be discouraged.​​The Board considers​ ​as more welcome and more appropriate the writing of​​letters​​from​by​​students​​to staff​ ​members to​​express​ing​​gratitude and appreciation​​to be the most appropriate staff gift​.​ ​Gifts from Staff Members to Staff Members​ ​Individual employees shall refrain from giving gifts to staff members who exercise any​ ​administrative or supervisory jurisdiction over them, either directly or indirectly.​

​Employees may accept group gifts from co-workers or community members for life events​ ​when the individual contributions to the gift do not exceed the state limit​$25​; life events are​ ​those circumstances that are not associated with job performance such as weddings, births or​ ​adoptions. The​​$25​​limit on individual contributions to a group gift does not apply to​ ​circumstances of bereavement, serious illness, or retirement and generally, the collection of​ ​money for group gifts shall be limited to these​​shall be discouraged except in​​special​ ​circumstances​​such as bereavement, serious illness, or for mementos at retirement​.​ ​Gifts from Companies​ ​All employees​​of the Board​​are prohibited from accepting things of​​substantial or​​material​ ​value from companies or organizations doing business with the School District. Exceptions to​ ​this policy are the acceptance of minor items​​that​which​​are generally distributed by the​ ​company or organization through their public relations programs.​ ​Solicitations​¶​ ​¶​ ​No organization may solicit funds of staff members within the schools, nor may anyone​ ​distribute flyers or other materials related to fund drives through the schools, without the​ ​approval of the Superintendent. Nor shall staff members be made responsible, or assume​ ​responsibility, for the collection of any money or distribution of any fund drive literature within​ ​the schools without such activity having the Superintendent's approval.​¶​ ​¶​ ​As a matter of policy, the Board expects such activities to be kept to a minimum.​​The​ ​Superintendent shall seek direction from the Board in instances where prior action has set​ ​no guidance as to a particular fund drive.​ ​End file: GBEB​
