BOULDER VALLEY SCHOOL DISTRICT RE-2 RESOLUTION NO. 26-11 Appointment of School District Representative on City of Boulder Urban Renewal Authority WHEREAS, urban renewal is a vital tool for addressing "blighted" conditions that private market forces alone cannot resolve. By utilizing Tax Increment Financing (TIF), BURA can reinvest a portion of the new property tax revenue generated by redevelopment directly into project areas. These investments are often used to pay for public improvements such as roads, utilities, and streetscapes that can increase property values for all taxing entities over the long term. WHEREAS, pursuant to Colorado law, HB15-1348 and C.R.S. § 31-25-104, urban renewal boards must include direct representation from contributing taxing entities. The intent of the law is to ensure transparency and a shared voice in redevelopment decisions. WHEREAS, the City of Boulder BURA Board is comprised of 12-13 commissioners, largely appointed by the City Council, the Board also must include by law one County Representative appointed by the Board of County Commissioners and one School Board Member Representative appointed by the Board of Education. THEREFORE, BE IT RESOLVED, that the Board of Education of Boulder Valley School District appoints Boulder Valley School District Board Member Nicole Rajpal as the School District Representative on the City of Boulder URA.
