February 11, 2026 TO: Boulder County Board of Commissioners; Boulder Valley School District Board of Education; and Affected Special Districts FROM: Nuria Rivera-Vandermyde, City Manager RE: Notice of Urban Renewal Activities and Request for Board Appointments The City of Boulder is expanding our economic development efforts focused on strengthening our downtown core, expanding attainable housing, upgrading critical public infrastructure, and fostering innovation and entrepreneurship within the community. To help achieve these goals, the City is expanding the Boulder Urban Renewal Authority (BURA) to include more members including representatives from taxing entities to comply with current state regulations. Purpose of the Urban Renewal Authority Urban renewal is a vital tool for addressing "blighted" conditions that private market forces alone cannot resolve. By utilizing Tax Increment Financing (TIF), BURA can reinvest a portion of the new property tax revenue generated by redevelopment directly into project areas. These investments are often used to pay for public improvements such as roads, utilities, and streetscapes that can increase property values for all taxing entities over the long term. Urban Renewal Board Membership Requirements In accordance with Colorado’s 2015 and 2016 legislative updates (HB15-1348 and C.R.S. § 31-25-104), urban renewal boards must now include direct representation from the taxing entities that contribute to the increment. This ensures transparency and a shared voice in redevelopment decisions. The BURA Board will be comprised of 12-13 commissioners. While the City Council appoints the majority of the board, the law specifically mandates the following external appointments: • One County Representative: Appointed by the Board of County Commissioners. • One School District Representative: Appointed by the Board of Education of the affected school district from among those elected to the School Board

One Special District Representative: Appointed by agreement among the Title 32 special districts that levy a mill levy within the urban renewal area from among individuals on the boards governing the relevant districts.
We are requesting that your respective boards consider the selection of a representative for the BURA Board. 1. For the County and School District: Please provide written confirmation of your appointee’s name and contact information, as well as a resolution or similar document approved by the entire legislative body or school board confirming the appointment. 2. For Special Districts: Per C.R.S. § 31-25-104(2)(a)(II)(B), if multiple special districts exist within the URA boundaries, you must collectively agree on a single appointee. Deadline and Next Steps To ensure our board is seated and ready to begin work on upcoming revitalization projects, we respectfully request that your appointments be finalized and communicated to the City Clerk by March 16, 2026.
