2025-2026 Annual Superintendent Evaluation June 9, 2026 Dr. Rob Anderson, Superintendent, Boulder Valley School District The 2025-2026 school year marks Dr. Anderson’s eighth year as Superintendent in the Boulder Valley School District. The Board continues to be pleased with his performance and leadership in the district and across the state. The Board’s evaluation is based on mutually established goals within the six main areas of responsibility for school district superintendents. STRATEGIC LEADERSHIP MET Benchmark #1: By May 31, 2026, provide the Board with an annual update on the alignment and effectiveness of Strategic Plan implementation. MET Benchmark #2: By May 1, 2026, finalize review of district Title IX practices, including understanding student experience of sexual misconduct in our schools, in collaboration with the Renee Crown Wellness Institute, and develop an action plan based on recommendations and findings. Dr. Anderson has done an exemplary job ensuring his team remains focused on the Strategic Plan. The Board appreciates the regular progress updates and the alignment of board meeting topics with the Strategic Plan. Title IX practices and our understanding of student experience of sexual misconduct have improved. While Renee Crown has been a disappointing partner, we believe Dr. Anderson will strategically strengthen institutional practices in this area. BOARD OF EDUCATION RELATIONSHIP MET Benchmark #1: By June 24, 2026 complete policy review and implementation of adopted policies in alignment with the 7 year goal of reviewing all board policies. MET Benchmark #2: By February 15, 2026, provide onboarding training and support for all new Board members. Dr. Anderson consistently goes above and beyond in providing training and support to new and existing Board members, ensuring members have the necessary information to succeed in our roles. Weekly communications, monthly check-ins, and his availability by phone are appreciated. Dr. Anderson’s commitment to his First Team and the governance structures we've created were highlighted at two well-attended CASB presentations. Regular policy review cycles improve alignment, transparency and accountability district-wide. The creative restructuring of staffing has allowed us to make significant progress in policy maintenance this year, which has been wonderful. The Board hopes to see continued progress moving forward. HUMAN RESOURCES LEADERSHIP MET Benchmark #1: By January 30, 2026, finalize a restructured, more sustainable salary schedule in collaboration with the Boulder Valley Education Association (BVEA).
MET Benchmark #2: By June 30, 2026, finalize negotiations with all bargaining units. Dr. Anderson’s collaborative leadership style has enabled successful negotiations with multiple bargaining units simultaneously. Negotiating a more sustainable salary schedule, through consensus with BVEA, is a significant feat and has set the District up for future financial success. Additionally, significant improvements have been made in HR this year, including the Early Career Teacher Initiative, earlier recruitment and hiring, job description alignment, and investigation protocols. INSTRUCTIONAL AND ACHIEVEMENT LEADERSHIP MET Benchmark #1: By January 31, 2026, implement districtwide non-negotiables at all Cohort #2 schools, including Data Driven Instruction, MTSS, and Standards-Based Instruction. IN PROGRESS Benchmark #2: By January 1, 2026, develop and begin implementation of an action plan to improve student well-being based on results from the BWell study with Renee Crown Wellness Institute and internal data sources. The continued district-wide alignment in curriculum, Standards-Based Instruction, DDI, and MTSS has made a significant impact on our students' educational experiences. By intentionally supporting educators in our highest-need schools first, followed by middle- and low-support schools, the District has improved educational opportunities and student outcomes for three consecutive years. Implementing non-negotiable instructional expectations hasn't been without challenges, and the Board commends Dr. Anderson and his team for staying the course. We look forward to better understanding of our students’ experiences and how the school system may better support their well-being. OPERATIONAL LEADERSHIP MET Benchmark #1: By October 14, 2025, finalize adjustments to districtwide attendance boundary policies. MET Benchmark #2: By February 1, 2026, develop options to address declining enrollment within the district. Declining enrollment is a monumental challenge facing school districts across the country, and Dr. Anderson has done an outstanding job developing and communicating a clear process for both boundary changes and school closures/consolidations. The Board has been impressed with the time, thoughtfulness, and overall approach to community engagement. He is ensuring our community is well-informed about the issues and challenges facing the district, and positioning the Board to make the best possible decisions for the district's future. COMMUNITY LEADERSHIP MET Benchmark #1: By October 31, 2025, finalize the board advocacy platform and engagement plan for the 2026 Legislative session.
Dr. Anderson continues to be an outstanding advocate for PK-12 education, not only in BVSD but across the state and nation. We are fortunate to have Dr. Anderson lead the District during these challenging and uncertain times in public education. In Summary The Board commends the progress Dr. Anderson has made toward this year's benchmarks and is grateful for his leadership. Dr. Anderson is an incredibly skilled leader and public education advocate. He is dedicated to improving educational experiences, opportunities and outcomes for students and staff. Dr. Anderson’s willingness and ability to navigate several significant issues simultaneously this year show remarkable fortitude and an undaunted commitment to doing what is best for the Boulder Valley School District.
