BVSD School Closures, County Budget Cuts, and Landmark Votes

BVSD Board of Education: Work Session, September 15

The board reviewed data behind its plan to close, consolidate, or relocate several elementary schools starting in 2027-28. Staff presented enrollment numbers, community engagement results, savings estimates of $3.5 to $4 million a year, and facility costs of $7.5 to $10 million. Board members asked about Broomfield-area schools, open enrollment, class sizes, and asbestos. Alex Medler proposed letting families at relocated focus schools (Community Montessori and High Peaks) return to their neighborhood school without open enrollment. Staff drafted language for the board to consider. The board did not vote on the closure resolution itself. That vote is scheduled for September 22.

Boulder County Commissioners: Business Meeting, September 15

The board approved the 2027 employee health and dental plan by a 2-1 vote. Ashley Stolzmann and Claire Levy voted yes. Marta Loachamin voted no.

The board approved an amended resolution confirming the Homeless Solutions for Boulder County Executive Board and dissolving its predecessor, 3-0. It also approved a legal defense agreement for Deputy District Attorney Taylor Suta, 3-0.

In an afternoon work session on the county’s $13.2 million structural deficit, the board rejected cuts to election judge pay, election outreach, and a district attorney hiring freeze. It approved cuts at the assessor’s office, sheriff’s office, fleet services, and several sustainability tax programs. The board put off a decision on cutting the juvenile assessment center until it reviews the impact on partner agencies. The board split on trimming the climate equity fund.

Boulder City Council: Regular Meeting, September 17 (unofficial votes, from transcript)

Twenty people spoke in open comment. Most speakers addressed BVSD’s plan to close Boulder elementary schools or the CU South flood project, which will close open space for several years. Council took no group vote on BVSD, but several members said they will send individual letters asking BVSD to pause.

Council voted 8-0 to call up the landmark alteration certificate for the Glen Huntington Bandshell for closer review. Council voted 7-1 to call up a non-conforming use review at 969 10th St. Individual votes on the second item were not available in the transcript.

Council adopted three ordinances, all 8-0: individual landmark status for the Beard-Stoyva House at 1004 Lincoln Pl., individual landmark status for the Hailman-Bedell-Stefanic Property at 844-850 12th St., and a repeal of the energy offset requirement for marijuana businesses, whose numbers in Boulder have shrunk sharply.

Other public comment topics included Panka Place street vacation, removal of historic bandshell seating, Gaza divestment, and wildfire risk from high-density rentals near University Hill.

Boulder County Commissioners: Housing Authority and Land Use Hearings, September 17

Claire Levy and Ashley Stolzmann attended. Marta Loachamin was excused. Sitting as the Housing Authority, the board approved the 2027 Annual Plan and the Moving to Work Supplement, both 2-0.

In the afternoon, the board approved the McWhinney earthwork and barn project near Allenspark, 2-0, with added conditions on grading and grazing.

Public comment included concerns about herbicide spraying on county open space, a septic and vacation-rental licensing fee dispute, noise from businesses in Gold Hill, and landing fees at Vance Brand Airport. Several voucher holders raised questions about the housing plan, including utility costs and inspection quality.
