Executive Summary The purpose of this item is for City Council to review the decision of the Landmarks Board on a Landmark Alteration Certificate application. At its June 3, 2026 meeting, the Landmarks Board voted (3-0, C. Castellano, R. Golobic absent) to approve the application for a Landmark Alteration Certificate to demolish an existing accessory building at 1039 Mapleton Ave. The Landmarks Board’s decision is subject to a 16-day call-up period by City Council, no later than June 18, 2026.

Call up the application

To call up the application, City Council has to pass a motion. Suggested motion language: Motion to call up application HIS2026-00043 for a Landmark Alteration Certificate to demolish an existing accessory building

at 1039 Mapleton Ave. to be reviewed by City Council at a public hearing under the procedures prescribed by Chapter 1-3, “Quasi-Judicial Hearings,” B.R.C. 1981. Do not call up the application No council action is needed. Decision of the lower body stands.

Landmarks Board History On March 23, 2026, the Planning & Development Services Dept. accepted a Landmark Alteration Certificate (LAC) application to demolish an existing accessory building on the property. Section 9-11-14(b), B.R.C. 1981 requires review in a public hearing for demolition of any building on a designated property. The hearing was delayed at the request of the applicant. On June 3, 2026 the Landmarks Board voted (3-0, C. Castellano and R. Golobic absent) to adopt the staff memorandum as the findings of the board and approve the application for a Landmark Alteration Certificate to demolish an existing accessory building at 1039 Mapleton Ave. (HIS2026-00036) a contributing property in the Mapleton Hill Historic District, finding that the proposal meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-11-18, B.R.C. 1981 and is consistent with the General Design Guidelines.

Analysis – Alignment with Relevant Portions of Boulder Revised Code The decision was based upon the board’s consideration that the proposal generally meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-1118, B.R.C. 1981.

Next Steps for City Council The City Council may call up the application. If the application is called up, the City Council will be the decision-maker on the application and will review it at a future public meeting. If the application is not called up, the Board’s decision is final.
