NOTICE OF AND CALL FOR THE GENERAL MUNICIPAL COORDINATED MAIL BALLOT ELECTION TO BE HELD TUESDAY, NOVEMBER 4, 2025 IN THE CITY OF BOULDER, COLORADO I, Elesha Johnson, City Clerk of the City of Boulder, Colorado, under and by virtue of the authority vested in me by the Constitution and laws of the State of Colorado, the City of Boulder Charter, and the Boulder Revised Code of 1981, DO HEREBY GIVE PUBLIC NOTICE OF AND CALL FOR a Coordinated General Mail Ballot election to be held in the City of Boulder, Colorado, on Tuesday, the 4th day of November 2025. This election will be held by mail ballot and ballots will be mailed to all active voters on October 10th. If you do not receive a ballot, call the Boulder County Election Division at 303-413-7740. Voted ballots must be in the office of the Boulder County Clerk no later than 7:00 p.m. on November 4, 2025, or they will not be counted. Please allow enough mail time to return your ballot or drop the ballot off in any one of the County Clerk’s Offices located in Boulder, Longmont, or Louisville. Inactive voters and active voters who do not receive a mail ballot, or voters who need a replacement ballot, must come to the Boulder County Clerk’s Office at 1750 33rd Street, Boulder where they will be issued a ballot, if the voter is qualified to vote in the election. Ballots will not be counted if they are not returned in the official mailing envelope or if the voter’s signature is omitted. Ballots received after 7:00 p.m. in the Boulder County Clerk’s Office on November 4, 2025, will not be counted. At the election, four (4) council seats (3-year terms) will be filled from a list of candidates whose names will appear in order by lottery on the ballot after having met all applicable legal requirements. Pursuant to Charter Section 5 of the Boulder Revised Code, the terms of the council members so elected shall begin on the 7th day of December 2025. A listing of the candidates who will appear on the ballot for the office of council member as listed below: Name Nicole Speer Rob Kaplan Montserrat Palacios Rob Smoke Maxwell Lord Jennifer Robins Aaron Stone Lauren Folkerts Mark Wallach Matt Benjamin Rachel Rose Isaacson At such election there shall also be submitted to the voters of the City of Boulder the following measures: City of Boulder Ballot Issue 2A WITHOUT RAISING ADDITIONAL TAXES, SHALL THE EXISTING COMMUNITY, CULTURE, RESILIENCE, AND SAFETY SALES AND USE TAX OF 0.3 PERCENT, INITIALLY SCHEDULED TO EXPIRE ON DECEMBER 31, 2036, BE EXTENDED IN PERPETUITY, AS A VOTER-APPROVED REVENUE CHANGE, WITH THE REVENUE FROM SUCH TAX EXTENSION AND ALL EARNINGS THEREON, STARTING JANUARY 1, 2026, TO BE USED TO BUILD AND MAINTAIN CITY CAPITAL IMPROVEMENT PROJECTS INCLUDING, BUT NOT LIMITED TO: ROADS, PATHS, BIKE LANES, TRAILS, AND SIDEWALK ENHANCEMENTS; RECREATION CENTER RENOVATIONS AND REPLACEMENTS; SNOW AND ICE RESPONSE; PARKS AND PLAYGROUND REFURBISHMENTS; FIRE AND POLICE

STATION RENOVATIONS AND REPLACEMENTS; CRITICAL BRIDGE REPLACEMENTS; AND OPEN SPACE TRAIL AND TRAILHEAD IMPROVEMENTS; AND USE UP TO 10 PERCENT OF SUCH TAX REVENUE TO FUND A GRANT POOL FOR NON-PROFIT ORGANIZATION PROJECTS THAT SERVE THE PEOPLE OF BOULDER AND RELATED COSTS INCLUDING GRANT PROGRAM ADMINISTRATION COSTS IN COMPLIANCE WITH TERMS, CONDITIONS, AND TIMING ADOPTED BY THE CITY COUNCIL; AND IN CONNECTION THEREWITH, SHALL THE TAX REVENUES AND ANY EARNINGS FROM THE REVENUES CONSTITUTE A VOTER APPROVED REVENUE CHANGE AND AN EXCEPTION TO THE REVENUE AND SPENDING LIMITS OF ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION? FOR THE MEASURE ____ AGAINST THE MEASURE ____ City of Boulder Ballot Issue 2B SHALL CITY OF BOULDER DEBT BE INCREASED UP TO $262,000,000 (PRINCIPAL AMOUNT) WITH A MAXIMUM REPAYMENT COST OF UP TO $350,000,000 (SUCH AMOUNT BEING THE TOTAL PRINCIPAL AND INTEREST THAT COULD BE PAYABLE OVER THE MAXIMUM LIFE OF THE DEBT) TO BE PAYABLE SOLELY FROM THE EXTENSION OF THE COMMUNITY, CULTURE, RESILIENCE AND SAFETY SALES AND USE TAX OF 0.3 CENTS, IF SEPARATELY APPROVED; WITH SUCH DEBT TO BE SOLD AT SUCH TIME AND IN SUCH MANNER AND TO CONTAIN SUCH TERMS, NOT INCONSISTENT HEREWITH, AS THE CITY COUNCIL MAY DETERMINE, AND THE PROCEEDS OF SUCH DEBT AND EARNINGS THEREON BEING USED TO FUND CITY CAPITAL IMPROVEMENT PROJECTS AND NON-PROFIT PROJECTS THAT SERVE THE CITIZENS OF BOULDER PAYABLE FROM SUCH SALES AND USE TAX EXTENSION INCLUDING, AMONG OTHER THINGS: ROADS, PATHS, BIKE LANES, TRAILS, AND SIDEWALK ENHANCEMENTS; RECREATION CENTER RENOVATIONS AND REPLACEMENTS; SNOW AND ICE RESPONSE; PARKS AND PLAYGROUND REFURBISHMENTS; FIRE AND POLICE STATION RENOVATIONS AND REPLACEMENTS; CRITICAL BRIDGE REPLACEMENTS; AND OPEN SPACE TRAIL AND TRAILHEAD IMPROVEMENTS; AND IN CONNECTION THEREWITH, SHALL ANY EARNINGS FROM THE INVESTMENT OF THE PROCEEDS OF SUCH DEBTS CONSTITUTE A VOTER APPROVED REVENUE CHANGE AND AN EXCEPTION TO THE REVENUE AND SPENDING LIMITS OF ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION?
