Draft Motion Language Staff requests council consideration of this matter and action in the form of the following motion: Motion to accept the November 13th Study Session Summary regarding the draft 2026 policy statement.
Presentation Summary Council was updated on the draft 2026 policy statement, including updates requested by the council Intergovernmental Affairs Committee in September. Council also received a preview of anticipated legislation and actions at the state level. Questions for Council and Direction Received Questions for Council: Does council have any questions about how the proposed policy statement is used to engage in advocacy efforts? •
Questions arose as to the levels of specificity needed in the city’s policy statement, how the policy statement is used and the process to initiate legislation. Council members provided feedback to consider shortening and broadening the policy statement in the future while also considering specific language for high priorities.
Does council have any questions or concerns about the principles, priorities or positions contained in the proposed policy statement? •

Some council members expressed concerns about carrying over specific language in section 22 of the policy statement that qualifies the city’s support for home rule authority. Other council members were in favor of keeping the language and carrying it over into 2026. Council members suggested moving the commitment to anti-discrimination laws into the priorities section of the policy statement.
Proposed additions to the policy statement? •

Council gave direction to staff to consider additional changes proposed by council members via Hotline with the Council’s Intergovernmental Affairs Committee at a later date in December or January. Council requested consideration of a policy statement related to data centers and water consumption.

Approve Draft 2026 Policy Statement at council’s regular meeting on December 4th. Consider additional changes to 2026 Policy Statement at the next Council Intergovernmental Affairs Committee meeting, estimated scheduling December or early January.
