File: HE Adopted: prior to 1969 Revised: February 10, 1977, November 18, 2025 BOARD NEGOTIATING AGENTS Prior to the )me set for entering into the process of nego)a)ons, the Board and the nego)a)ng unit shall each appoint a nego)a)ng team that shall conduct nego)a)ons. The nego)a)ng team for the Board shall be selected by the Superintendent or the Superintendent’s designee, may be selected from the administra)ve staff of the school system, and shall be responsible to the Board of Educa)on and the Superintendent. Either party may, if it so desires, use the services of outside consultants and may call upon proper representa)ves to par)cipate in nego)a)ons. The du)es of the Board's lead nego)ator shall be as follows: 1. The lead nego)ator shall report to the Board of Educa)on and shall work in consulta)on with the Superintendent of Schools. 2. As chair of the Board's nego)a)ons team, the lead nego)ator shall assume leadership responsibility in developing posi)ons, represen)ng the Board in the nego)a)on process, and in preparing agreements with the agents of the nego)a)ng unit(s). 3. Detailed du)es include but are not limited to: a. Solici)ngs parameters and guidelines from the Board as basis for the nego)a)on of agreements with nego)a)ng units. b. Discussinges with administrators the requirements of the School District and long-range objec)ves that need to influence the development of the School District’s proposals and posi)ons. c. Ini)a)nges and schedulinges mee)ngs with nego)a)ng units for exchange of proposals and counterproposals. d. Servinges as chair of the Board team in nego)a)ons mee)ngs. e. Preparinges and modifyinges, as needed, counterproposals and posi)ons and discusses with Board members and administrators as their )me permits. f. Advisinges Superintendent and Board of Educa)on on financial implica)ons of various proposals. g. Assemblinges compara)ve data from other school districts as requested concerning issues in nego)a)ons. h. Preparinges media releases and/or discusses nego)a)ons status as needed with news media. i. Developings data and posi)on statements as needed for a mediator or factfinder.

j. Discussinges contents and implica)ons of agreements with administrators as requested. k. Par)cipa)nges in the handling of grievances as requested.
